One of the ideas in the CAP Report was the creation of a Public Development Authority (PDA) focused on nurturing cultural space. A PDA is a quasi-public mechanism allowed in the State of Washington to accomplish public goals. This ambitious idea could be a game-changer for the ability to maintain and add to the city’s cultural space. The Charter went to the Mayor for approval in the summer of 2020.

If approved, the Charter it will be the first Public Development Authority to be launched by Seattle since 1982. It's the first to be proposed, ever, that is directly controlled by the community it will serve. It's the first to be proposed, ever, as an explicit means of recompense against centuries of racial injury. It's the first aimed at creating direct and literal community wealth. It's going to have some money to work with, at least for the first couple of years, and some City muscle on its side -- eleven department directors signed a letter urging the PDA's approval.
