The CAP Report’s idea to certify people became the route for the whole project to meet the City’s Race and Social Justice initiative goals. Build Art Space Equitably (BASE) assembled a cohort of experts in the fields related to cultural space, consisting entirely of People of Color, to explore the mechanics of community organizing and commercial property development.

The cohort shares knowledge, builds relationships, and creates knowledge. It is developing a cadre of culturally savvy designers and real estate developers, and design/development savvy arts and cultural entrepreneurs. BASE has certified nearly 50 participants and is now in the process of selecting the third cohort.
