a people-centric downtown

Pullman is the center of Washington State’s beautiful Palouse region, and home to Washington State University. Its historic downtown along the Pullman River has everything it takes to be a magnet for locals and people throughout the region, but it has languished over the past decades. The Downtown Plan offered a way to bring together leadership from the City, the University and the community to help Downtown live up to its potential.

In 2019, Framework partnered with BDS Planning to develop the plan. Framework led urban design, and planning analysis for the interdisciplinary team working with the City to craft a comprehensive strategy to build a strong, vibrant and more resilient downtown. Framework developed specific concepts for six key action areas, which are priorities for Pullman’s future with a focus on streets and public spaces Downtown. We developed conceptual designs for new plazas and active public spaces, as well as improvements to streets that connect them.

One of the main ideas in the plan was to make Main Street, owned by the State Department of Transportation (WSDOT), a more pedestrian and business friendly street. In the summer of 2020, the City worked with WSDOT to reduce the number of lanes from 3 to 2 as a temporary pilot project. The extra space was used for a bicycle lane and parallel parking.
